City Engineer RE: Traffic Safety Concerns ~ Mary Hill Elementary School (Public Works/Traffic Sub-Committee Meeting, December 12, 1989) Recommendations: That a crosswalk be established on Eastern Drive at the north side of Langan Avenue. That “NO PARKING ANYTIME” restrictions be imposed on the east side of Eastern Drive, from a point 15 metres north of Langan to a4 point 10 metres south of Langan. Delete from the Traffic Bylaw the 30 k.m-h. playground zone designation on Western from Aire Crescent to Lot 250. That the City Clerk take the necessary steps to amend the City's Traffic Bylaw if the foregoing recommendations are approved by Council. Background and Comments: The President of the ?.T.A., Ms. Thompson, submitted the attached list of traffic safety concerns in the vicinity of Mary Hill School along with proposed solutions. Each of these concerns and solutions has been Investigated by staff. The findings of our investigation are summarized ina 20 page technical report including recommendations. This report has been distributed to Council separately. The Public Works/Traffic Sub-Committee considered the technical report and agreed with all of the recommendations contained therein. Three of the recommendations require a resolution of Council to be effective since they involve the amendment of the City's Traffic Bylaw. Hence the foregoing recommendations are forwarded. | The first recommendation will designate a crossing location at Eastern Drive for pedestrians proceeding to and from school (see figure 1). The second recommendation will improve the driver's visibility of the crosswalk at Langan and Eastern (see figure 1). The third recommendation wiil effectively remove a potential misunderstanding on the part of drivers as to when the 30 k.m.h. restriction is applicable. Presently, the Traffic Bylaw designates a 3U k.m.h. playground zone on Western from Aire to Lot 250, and a 94 hour -— 30 k.m.h. zone on Western from Mary Hill to Aire (see figure 2). DO
