BeR.o Kirk - DATE: August 11, 1987 City Administrator We Brown Director of Community Planning Development Variance Permit 2311 Shaughnessy Street Recommendation: That the Planning Committee recommend to City Council! that approvai be extended for retaxation of thes requirements of the Zoning Bylaw No 2240 Section 808, RM-4, Apartment, Subsection (6) Side Yards from 7.5 metres fo 5.8 metres and Subsection (7) Rear Yard from 7.5 metres to 3 metres. And That relaxation be extended for the requirements of the Development Management Bylaw No.2242, Sectian (5) Off Street Parking (b) Multiple Family Dwellings from 33 parking stalis to 29 parking stails. Comments: The basis tor this application Is that the proposal is for a stacked townhouse form of bullding while the zoning designation is RM-4 which is oriented to traditional multi- storey apartment buildings. Due to design innovative incorporated in this proposal and its having an RM-4 Apartment zoning designation already, the appiicant's are requesting a variance to permit the building to be constructed as proposed. The design proposal contains a central courtyard which the upper storey units face onto. By developing the centre of the site as a courtyard it is necessary to move the building outward, necessitating the variance. Elevations of the buildings are designed to reflect the character of the area by having a number of walls and entry points into Individual! units, reducing the visual impact of the mass of the building. These design features ameliorate the reduction of yard setback requirements by making the building appear more iike single family dwellings on small lots. With respect to parking, the proposal contains four iess parking stalls than required. The shortage of stalis Is due to fhe emphasis on landscaping and making the yards fit neighbouring residences.
