2 The GVRD is generally considered by its member municipalities as part of the local level of government by which municipalities can "elub" _ together to do those things that cannot be done as efficiently at the municipal level. We are also required by provincial legislation and Letters Patent to do those things which the Provincial Government have determined that we undertake, such as Hospital Planning and Financing, Regional Planning and Air Pollution. We are continuously seeking better means to do the jobs that we have to do. We believe that we are @ most efficient government organization because that is the sole criteria for our existence. . Accordingly, we would welcome an opportunity to meet with you, together with representatives from the other three regional districts in the Lower Mainland, to discuss Bil? 9 and such other: measures as will secure’a better working of local government in this area of : | - wall. to wall municipalities - containing half the population of the Province - 21/55 th of the land mass of the Province. The. unique conditions here deserve particular attention of you and : your officials.
