December 8th, 1980. INAUGURAL ADDRESS: Mayor Laking addressed the meeting and expressed his appreciation to the staff for their help in 1980 and thanked the Aldermen for the work done on the Council Committees. Mayor Laking expressed his good wishes to Terry Fox and his sentiments on how the country was brought together by his efforts for cancer. Mayor Laking expressed his appreciation to Mr. Keith Ballantyne for the work he has done gaining the support of all lower mainland Councils for Light Rapid Transit. Mayor Laking then reviewed the work done in 1980 mentioning the change to apartment development proposed for the south side of town and advised that ideas are changing with muitiple housing required and the proposed Light Rapid Transit. Mayor Laking referred to the Downtown Revitalization Program and stated Council must work together towards.a viable downtown core. Mayor Laking expressed his concerns and the requirements for industrial development to help bring more industrial assessment into the City.
