Sanitary Sewer Study for the Industrial Area Council may recall that, during the June 18 special Council Meeting, the City Engineer presented the GVSDD Sanitary Sewer Study for the Industrial Area. It was explained to Council that the study has identified five distinct sub-areas for the purpose of estimating sanitary sewer requirements. The GVSDD also owes to the City sewer works in the amount of roughly $340,000.00. Sub-areas (1) and (2) are serviceable by existing sewers. Sub~area (1) is near full development while sub-area (2) is partially developed with more than 100 acres of M-1 potential sites still vacant. (this acreage of M-l sites is quite adequate to meet the need fox light industyial sites in the next five years and beyond). Sub-areas (3) and (4) are the two major sub~areas where new sewer mairs and pump stations are needed at a cost of roughly $340,000 and $450,000 respectiveiy as indicated ih the GVSDD study. Sub-area (5) has only 26 acres and is presently dominated by mixed uses including the Wild Duck fnn, a lumber yard, a gas station and a number of Older single family homes. The Planning Department is of the opinion that further industrial activities in area (5) may not occur rapidly in the near future. During the course of discussion on June 18, it appeared that Council tended to favour servicing sub-area (3). As a result, I wish to provide the following comments with the hope to assist Council in deciding on how the GVSDD sewer funds can best be utilized in the development of the industrial area. These views essentially reflect the objectives in future planning of the industrial area as envisaged by the Planning Department. Cost-Benefit Comperision Between Sub-areas (3) end (4) Essential services required to serve an industrial area include water, sanitary sewer, storm sewer and roads. Therefore, in order to open up Sub-arca (3) for developments, even though sanitary sewer service could be provided by GVSDD funds,the City will be required to provide the following with its own front end money. 1. major extension of water service 2. construction of Broadway and probably Coast Meridian as well
