Reference: R#18-74 SUBJECT: Application for "Development Area" designation to allow the development of a mixed commercial/apartment building at 2338 Marpole Street. BACKGROUND: The subject site is located adjacent to the Liquor Store and is presently zoned RS-1, The proposed building is a three-story structure with a total of eight two-bedroom apartment units located on the second and third floor. Development of this nature can normally be accommodated by rezoning of the site to C-3 or C~4. However, in this proposal the applicant is requesting exception to the Zoning By-law to allow the coverage for storeys above the ground floor to be increased to 47% from 35% as permitted in the C-3 or C~4 “ones. It is for this reason that "Development Area" designation is being sought. RECOMMENDATION: The subject application was considered by the Planning & Zoning Committee in its September 4th, 1974 meeting. No recommendation was reached on account that “Apartment Guidelines” as Proposed by the Building & Protection Committee had not been submitted to Council for consideration. It is my understanding that these "Guidelines" have been revised and are scheduled for re-submission to Council in the September 23rd, 1974 meeting. It would seem appropriate to give consideration to this development proposal at the same time. In my opinion, the proposed development in terms of land use is acceptable. The subject site borders existing commercial and apartment development and it is a logical extension of such uses. L. Lee, Planning Officer,
