Stinson, Planning Officer, Item I Res: Modular Homes Definition - a modular home is a dwelling unit manufactured off site usually in mass production in a plant. Application to our By-law ~ We do not permit these at the present time as we require plumbing and framing inspections which are not possible if manufactured elsewhere, Could we permit these in Port Coquitlam? - Yes, if we amend our By~law accordingly. Some lower mainland municipalities permit these homes. ‘Some advantages to these types are instant installations constructed under dryer controled conditions. Cost is at par to the conventional System on the average, We receive many inquiries for placing modular homes in Port Coquitlam, I would like the general feeling of the Building Committee on this subject. Committee Comments: The Committee concluded from the information presented, that the : completed modular home is on the average at par on the market with the conventional building type structures, The Committee felt Strongly about the lack of community participation in modular home building, that is to say, a modular home constructed in Penticton would utilize material and labour of that community plus offering un- fair competition to our local builders. The Building Inspector stressed that plumbing and framing violations could not be inspected on units manufactured else- where. The speeding up of construction by mass production was generally felt un~ desirable in our City as our present policies are to slow construction and subdivision in order that servicing can be caught up. Recommendation: Committee recommends determent of modular home construction itn the. City and further recommends a revision to Section 9.22.1 of the Building By-law dealing with building relocation be revised to read as follows:
