The following items were referred by Terrace city council to committee or some other agency at their June 17 public meeting. for further study and a recommenda- tion and may-be discussed at the next. scheduled meeting. For more information on meeting agenda or _ scheduling changes phone deputy administrator Denise Fisher at 635-6311. Planning and Public Works Committee, Wednesday, June 20, at 1 p.m. — ‘ (3) A memo from director of permits and licences Bob LaFleur and city planner Marvin Kamenz asking that the Building Bylaw be amended to classify any relocated structure as new construction and to require any mobile or modular: structures to meet CSA 2240 and - A277 standards. According to the memo, a recent application to move several 18-year-old prefabri- cated homes from the Nass Valley to Terrace revealed the fact that under the existing bylaw it is possible to move structures of ~ substandard construction quality on to city lots. (2) A report from the internal review committee that recommends a review of RV parks on Hwy 16 West that are non-conforming with regard to paved roads and pads and, in some cases, sewer connect- ions; the long-term care and planting and snow removal prob- lems with regard to a proposal by the Beautification Society to place 28 concrete planters on the side- walk in the 4600 block Lakelse; the removal of a mountain ash and maple tree on Lazelle Ave. across from Savala’s Restaurant that are interfering with the street widening project and existing power lines. (3) Year two of Caledonia Senior Secondary’s Howe Creek Renewal Project as submitied by Caledonia Biology 11 students. This second phase. of the project includes the installation of log berms to create spawning beds, re-routing the creek around a culvert under Skeena Sawmills, planting vegeta- tion to stabilize creck banks and provide shade, and building a fish ladder at the mouth of the creek. Council has already approved Phase one of the project, which is presently under way and includes cleanup and mapping work, an inventory of plants, insects and fish, discharge monitoring and collecting historical information on the creek. - Community. and Recreations Services Committee, Thursday, June 21 at 4 p.m. — (1) An."Event Tent Rental Poli-_ |. cy" proposed by superintendent of - parks and recreation Steve Scott. According to Scott they’ have already received requests for rent- ing the city’s recently purchased $35,000, 60x80x20 tent that is expected. | to arrive before the end _of the month. Suggested basic one day: rental for the complete tent, including a one day set-up and one - day take-down, is $600. Also, | _ additional days would be $250 | {€04}259-7628. tam.-Cp. mo. ‘eich, a $50 discount would apply if the sides. were not required and the renter.would be responsible for overnight security. With a $200 deposit, the tent would be available on a first-come, first-served basis. Cancellation would carry a 50 percent penalty or, with fess than a month notice, the entire deposit. (2) A memo from bylaw enforce- ment officer Fern Sweeting offer- ing two solutions to the concern over speed limits near school playgrounds. Sweeting notes that school playing fields have been used as community recreation areas since an agreement for joint use was ratified by the city and School District 88, and there is therefore a need to extend speed restrictions beyond norma! school hours. The city’s options, according to Sweet- ing, are to permanently change the speed limits, or change the signs . from school to playground signs. Sweeting also recommends play- ground signs for all streets adjacent to Rotary, Agar and George Little Memorial Park. She adds that no restrictions are required at the arena-pool complex or Christie and Riverside parks, but once the Halliwell upgrade is complete there should be signs near the Terrace- view Tot Park. GA resolution from the Terrace - Advisory Parks and Recreation Commission asking that the Parks and Recreation Department investi- gate altematives to chemicals for weed control on all city property. Other issues raised by the commis- sion are a second indoor ice sur- face for Terrace, playground signs near all school playgrounds, and Terrace Review — Wednesday, June 13, 1990 All - Referred to committee: Terrace city council, June 11 the need for School District 88 sports field upgrades. (4) A request from the Canadian Paraplegic Association, B.C. Divis- ion, for the city to host a local version of their latest fund-raising endeavour — the B.C. Loonie Swim. This is a province-wide aquatic event scheduled for Sund- ay, Nov. 18., in which participants of all ages will collect pledges and swim laps for a maximum period of 30 minutes. — -— - 1846.
