Two lost years, more coming Half way through his term, President Reagan’s proposed budget for 1984 mirrors the real guts of his administration. It reflects the sharp turn begun in 1980 — to build an unprec- edented military machine, and to build it by brutal slashes against peoples’ programs and social services. Twenty-four months of Reaganism have produced a nightmare. Every domestic ‘social program has been cut to the bone — education, wel- fare, pensions, food stamps, school lunches, environ- mental, self-help, job retrain- ing and on. In broad terms, military spending has jumped a full one-third and social spending has been cut one-third. It’s the “‘guns-or-butter’’ choice in spades. Reagan likes guns. He has lots of butter at the White House. The president is asking for a staggering $245.3-billion for weapons for fiscal 1984. He ar- gues it’s the minimum for America ‘‘to remain strong’’. - By contrast, to meet the high- est unemployment rate in 50 years, Reagan proposes a job retraining figure of $240-mil- lion. To grasp the full flavor of this, note that Reagan spent $346-million last month to refit the USS New Jersey, a 40 year-old battleship. Another comparison: The total debt of all Caribbean is- lands to western banks (Rea- gan ‘‘generously offered $350-million in short term cash loans) is $6.5-billion. That means U.S. war spending in 1984 alone could wipe out the region’s debt 37 times over. Storessner is a firm ally of the West, ‘‘a fervent anti- communist’’, reports the press. Some members of the Communist Party of Paraguay are today spending their third decade in his jails, many others are in exile. Acknowledging his preor- dained victory, Stroessner told the press his people are aware thare has been democracy, or- der, freedom, progress and well-being for the past 29 years.
