Felip Director of Planning 1848 - 1850 Argue Street It is recommended that Council: Advise the Fraser River Harbour Commission that the area proposed for a Marina and the area proposed for a residents deck for the "Citadel Landing Development'' is not appropriately zoned to permit these uses; Advise the Fraser River Harbour Commission and Richard Lane Investments Incorporated, current owners of Citadel Landing development, that the Municipal Council will not support any approvals for the construction of a Marina or a Residents Deck for the referenced project, until the matter of rezoning has been dealt. with by Council, and then only if it is Council's decision to rezone this property appropriately; Kequest the Fraser River Harbour Commission to withhold any approval to the subject marine and the Residents Deck until the City of Port Coquitlam Municipal Council have made a decision on the rezoning of the subject lands; and Mrs. Pat Whally be advised of the decisions of Council on this matter; Richard Lane Investments Incorporated, as the applicant for the Citadel Landing development project be asked to clarify the way they intend to implement the Poco Trail across the north side of their property. BACKGROUND The Citadel Landing development was approved by the rezoning of the property it occupies to "Waterfront Comprehensive Development"; the rezoning bylaw was finally passed and adopted on June 13, 1989. The plans included with the "Waterfront Comprehensive Development" zone do not indicate nor suggest a ‘marina’ or "Residents Deck" as now proposed by the applicant.
