‘General Commentary

We would draw to the respective Council's attention three major

points developed in the Paisch report:

1. The need for an agency to provide co-ordinated .
management of river flows, and river quality in
the drainage basin ~ as an alternative to the
numerous agencies, federal, provincial and municipal
that currently p. ssesses partial jurisdictions, and
sometimes conflicting philosophies with regard to
the river.

2. The lack at the present time of a formalized and

agreed procedure in the’ operation of the Coquitlam
dam for flood control. ;

3. The critical nature of the flow control management
strategy on the river with regard to almost all
potential uses.
