The need for an agency to provide co-ordinated . management of river flows, and river quality in the drainage basin ~ as an alternative to the numerous agencies, federal, provincial and municipal that currently p. ssesses partial jurisdictions, and sometimes conflicting philosophies with regard to the river. , 2. The lack at the present time of a formalized and agreed procedure in the’ operation of the Coquitlam dam for flood control. ; 3. The critical nature of the flow control management strategy on the river with regard to almost all potential uses.
