24 Terrace Review — Wednesday, June 25, 1986 Library in need of major repairs A preliminary engin- eering study has revealed serious structural damage in the roof sup- ports of the Terrace Public Library. In a memorandum to Terrace council, municipal engineer Ralph Keen has recommended complete replacement of all the horizontal beams in the roof of the building. At the June 23 council meeting, Ald. Robert Cooper said that the city has been aware of the problem for some time, and he attributed the failure to a design defect which allows water to penetrate the exposed ends of the beams and travel through the centre of the wood, rotting the beams from the inside out. He added that sup- port brackets had been installed previously, but he said that the discovery that the beams were rot- ted nearly throughout their entire length made such a remedy pointless, The engineering report, prepared by John Siefken of Peterson Engineering, recom- mends the immediate replacement of all the beams. Siefken states that the rot has advanced to the extent that there has been a noticeable set- tling of the roof deck in the areas where the roof meets the walls. In addi- tion to the rotting of solid wooden timbers in the centre and east wings of the building, the laminated beams in the newer west wing have unaccountably devel- oped serious cracks, a phenomenon which Siefken states is inex- plicable without a closer investigation. The current municipal budget has a $5,500 pro- vision for replacing the ends of the beams, but Keen pointed out that the expenditure would be futile in: view of the engineer’s findings. He recommended instead that the money be used for a detailed study of | the structure, and that an appropriate fund be set aside in the 1987 budget for extensive repairs. In the interim time, Siefken strongly recommends that during the coming winter, the library roof will have to be shoveled regularly to clear it of snow and ice loading. The engineer’s recom- mendations were refer- red by council to Recrea- tion, Parks and Library Committee for further — consideration. John Eades, president of the TDTA, responded to the initiative by stating that the teachers’ bargaining committee had found several faults in the proposal, and con- sequently the agreement will not be recommended to the membership. At latest report the TDTA executive is draft- ing a counter-proposal for presentation to the special board meeting on June 24.
