‘Freedom and Peace to the people of Indochina’ On behalf of the Soviet Communists, on behalf of the entire Soviet people, the 24th Congress of the CPSU ex- tends ardent fraternal greetings to the heroic Vietnamese people and its militant vanguard—the Party of the Working People of Vietnam, to the courageous patriots of Laos and Cambodia, to the fearless fighters against U.S. imperial- ism, for freedom, independence, and the peaceful future of the countries of Indochina. We wish the invincible defenders of the Democratic Republic of Vietnam further victories in repelling imperial- ist aggression, new achievements in the construction of socialism. . We state our full solidarity with the forces of liberation in South Vietnam and wish them new successes in the struggle to rid their homeland of the interventionists and the corrupt Saigon regime, for asserting the right to decide their destiny themselves. Our sympathy and our support go to the patriotic forces of Laos and Cambodia, which are waging a decisive strug- gle against the imperialist intervention of the United States, in defense of their righteous cause. Soviet people are full of pride for the victories of the heroic Vietnamese people, the glorious patriots of Laos and Cambodia, who are dealing cripping blows to the American interventionists and their hirelings. CHAIN OF U.S. FAILURES A continuous chain of ignominous failures—is what the adventuristic schemes of the American aggressors have turned into. Neither bombs nor shells, nor the ruses of political intrigues will enable them to break the will of the people of a socialist country, the Democratic Republic of Vietnam, of the patriots of South Vietnam, Laos and Cambodia, and this will be the case in the future, too. The implementation of the so-called “Vietnamization”—of the brutal principle “to make Asians kill Asians’ — will not help the U.S. imperialists to attain their criminal ends. The staunchness and courage of the freedom-loving peoples of Indochina, multiplied by the unfailing support of the Soviet people, the peoples of the other countries of socialism, of the international Communist movement, of all the progres- sive forces, serve as a gurantee of their victory in the struggle against the enemy. : The Soviet Union is deeply convinced that the proposals set forth by the government of the Democratic Republic of Vietnam, the Provisional Revolutionary Government of the Republic of South Vietnam, the Patriotic Front of Laos and the National United Front of Cambodia, offer a construc- tive basis for the solution of the problems of Indochina. Soviet Communists believe that in the prevailing situa- tion to strengthen in every way and everywhere solidarity with the embattled peoples of Indochina and to come out vigorously against the aggressive policy of the U.S. ruling circles is an urgent need. The Soviet Union has given and is giving all-out support and aid to the Democratic Republic of Vietnam in the building of socialism, in strengthening its defense capa- city, in repelling the imperialist encroachments, it has come out and is coming out consistently and resolutely on the side of the liberation movement in South Vietnam, Laos and Cambodia, which is making an outstanding contribution to the cause of the peace and national inde- pendence of the peoples. The 24th Congress of the CPSU solemnly declares that the Soviet Union will follow this course in the future too. CALL FOR RESOLUTE ACTION The 24th Congress of the CPSU calls on all those who cherish freedom, peace and progress: Still louder raise the voice of protest against the Sas aie aggression of American imperialism in Indo- china! Resolutely and boldly expose the crimes of the American military, come out in support of the heroic peoples of Vietnam, Laos and Cambodia! May the world-wide movement for an end to the impe- trialist aggression in Indochina, for the withdrawal of all the troops of the United States and its allies from there, for the realization of the legitimate rights of the peoples of Vietnam, Laos and Cambodia to be masters in their own land, grow wider and stronger! American aggressors—get out of Indochina! The just cause of the heroic peoples of Vietnam, Laos and Cambodia will triumph! PACIFIC TRIBUNE—FRIDAY, APRIL 23, 1971—PAGE 8 MOSCOW — The 24th Con- gress of the CPSU adopted the directives for the 1971-1975 Five- Year Plan proposed in the report by A. N. Kosygin and stressed that “the implementation of the Plan will be of great internation- al importance.” “The growth of the Soviet economy will serve to further strengthen the forces of the world socialist community, and will again demonstrate the ad- vantages of a planned socialist economic system,” it is stated in the directives. “The basic task of the Plan is to ensure a considerable rise in the people’s material and cultur- al level on the basis of a high rate of development of socialist production, enhancement of its efficiency, scientific and techni- cal progress and acceleration of the growth of labor productiv- ity.” To translate into life this ‘basic task, the directives pro- pose: e To ensure improved propor- tions of social production, with a high rate of growth in agricul- ture and the industries produc- ing consumer goods; to consider- ably enhance the efficiéncy of all the branches of the national economy; and to increase the country’s national income by 37- 40% with 80-85% of the incre- ment to be obtained by raising labor productivity. e To accelerate the pace of scientific and technical progress by the all-out development of research into the most promising spheres of science, and cut the time it takes to introduce the re- sults of scientific research into production; to substitute ma- chine for manual labor on a wide scale; and to ensure the improve- ment of the sectoral and intra- sectoral structure of the national economy. e Consistently to raise the working people’s level of educa- tion and skills; to complete the transition to universal secondary education for young people; to carry out the necessary measures for training highly skilled spe- cialists and workers and for re- training of personnel in connec- tion with the introduction of new technology and improve- ment of the organization of pro- duction. : e To continue the work for improving management, plan- THE NEW SOVIET (Building the country av’ ning and the provision of eco- nomic incentives in production, according to the demands of the present stage of communist con- struction; to use the latest tech- niques and devices in manage- ment; to involve the working people in economic management on a wider scale. e To do the utmost to intro- duce scientific organization in labor; and to improve the forms and systems of wages, of mate- rial and moral incentives for the working people. Social Measures The directives provide for an extensive program of _ social measures. Real per capita in- comes are to go up approxi- mately 30%. To . ensure the growth of the real incomes of the population it is planned to greatly increase the stock of goods and to saturate the market more fully with a wide range of high quality articles of consump- tion, and extend the services provided for the population. The stability of state retail prices of consumer goods will be ensured and prices for some types of products will be reduced as stocks accumulate. Social consumption funds are to be increased by 40% to fur- ther improve public health ser- vices, develop public education, train personnel and educate chil- dren, increase pensions for in- dustrial and office workers and collective farmers and _ scholar- ships for students. Develop Science It is planned to accelerate the pace of scientific and technical progress and to ensure the im- plementation of an integrated technical policy. It is planned to use on a wide scale opportunities created by the scientific and technological revolution to speed up the development of the pro- ductive forces, to create and in- troduce fundamentally new in- struments of labor, materials and technological processes, superior technically and economically to the best present Soviet and world achievements. The directives provide for an extensive development of funda- mental and applied scientific re- search and the faster application of their results in the economy.
