Recommendation:
1. That a workshop be scheduled'for Council on the question of secondary suites.

2. That a second workshop be scheduled for the public on the question of secondary
suites.

Background & Commenits:

Secondary suites are recognized as a concern throughout the Province. The Provincial
Commission on Housing Options has prepared the attached discussion paper for
comments on implementing a standard for secondary suites.

On page two of the discussion paper the technical (health and safety) issues are separated
from the policy (social) issues. The draft technical standard is near completion and the

focus is now on policy. '

The first workshop is for Council to review secondary suite information as presented by
City staff. A second workshop is for the public to express their concems to Council.
Information gathered at the workshop will assist the City on their recommendations to
the Provincial Government. |

It is understood that if a provincial standard for secondary suites is available it is not
mandatory that the local government adopt the standard. The intent is to have a province
wide regulation should Council choose to permit secondary suites. |
