: As the lots in question are existing privateiy held lots,
the City can not prohibit their being constructed upon.

In the Community Plan, the lots are designated as
residential owing to the surrounding area having been a!
single famity residential for some time. With development
of the City Housing Reserve, character of the area will
change and the two owners may wish to have their properties
i redesignated. A reason for their taking such action would ahs
aa be that Lincotn will become a busy road fteaving their
properties less desirable for single family than for ca
