Brown Director of Community Planning SUBJECT: Rezoning Application Fees, RECOMMENDATION: That City Council direct the City Clerk to prepare a bylaw to amend Bylaw #1886, Section 1, Rezoning Application Fees. COMMENTS: In surveying rezoning application fees of other lower mainland municipalities for revising Port Coquitlam's application fees, there was no consideration of ramifications for large parcels of land. Due to this oversight, large properties are being assessed higher rezoning fees than what their work requirements merit. Consequently, this report has been prepared to request that City Council consider revising rezoning application fees for large parcels of land. The old fee schedule for rezoning of applications was $2.00 per 1,000 square feet of site area. In the present fee schedule that charge has been changed to $20.00 per 100 square metres, of site area of 1,000 square feet. As mentioned above, it is this reports opinion that this fee is higher than is necessary for large properties. Consequently, it is recommended that application fees be pro-rated at a lower charge of $5.00 per 100 square metres for parcels larger than .5 hectare. For example, a five acre property would be charged $20.00 per 100 square metres for the first half hectare and a lower rate of $5.00 per 100 square metres for the remaining 14 hectares of land. -5 hectares (1.24 acres) at $20.00 per 100 square metres $1003.62 1.5 hectares (3.67 acres) at $ 5.00 per 100 square metres $ 760.81 advertising $ 600.00 ‘ $2364.43 This proposed reduction would bring Port Coquitlam's rezoning fees for applications involving large properties in line with the fee levied by the District of Coquitlam for large industrial sites. An additional request that is included with the rezoning fee schedule change, is that the excess fee collected with application R#4/82 be refunded.
