Harding, and his sister from St. Johns, Newfoundland, Ms. O. Vater and thanked the people of Port Cuquitlam for their confidence in electing him for the next two years and stated in his opinion 1982 will be a challenging and demanding year and stated he will be very concerned with the tax base to help keep inflation down as low as possible; as well as the downtown revitalization and construction of a vow library and stated he will do his best to serve the citizens of Port Coquitlam and thanked everyone for attending. INAUGURAL ADDRESS: Mayor Traboulay addressed the meeting and stated the beginning of a new year is the traditional time to assess our past and to make plans for our future and stated the City can take pride in recent successes - growth in our industrial park has been steady; commercial development has been substantial, and PoCo Place is a welcome addition to the City and that even though residential development has levelled out a bit, growth has been steady and the City is in sound financial shape. In the new year better relationship with the residents will. be established and communication will improve — Public Information Meetings will be held more frequently which will provide two-way communication. Mayor Traboulay referred to the need to live more practical lives in this time of inflation and stated the Council will be hard pressed to keep property taxes at a reasonable level and will be facing this early in the new year and invited members of the publie to the budget meetings. Mayor Traboulay referred to the land in the north east sector and stated Council will be asked to make a decision - urban development or preservation of Agricultural Land Reserve? Mayor Traboulay referred to the proposals of the Downtown Revitalization Committee for a downtown core with plans for the court house to be an integral part with a proposal for a new library to go to referendum in the spring and referred to the Public Information meeting regarding a proposal for a 21-storey apartment complex and tnvited the public to attend. Mayor Traboulay stated in 1982 the Council will also be looking at the problems of flood control and drainage; traffic congestion; the Coquitlam River and public safety. Mayor Traboulay then expressed his appreciation to the Council for their support and to the new City Administrator, Mr. Bryan Kirk and stated he and his wife, Joanne, are looking forward to meeting the people of Port Coquitlam in the next two years.
