Subject: Opportunities for Youth Mosquito Control Project

‘Gentlemen:

'AS you are aware, a proposal has been made to the federal government's O.F.Y. programme
_to obtain monies to employ twenty-five university students for the control of mosquites
ln both the city of fort Coquitiam and the district of Coquitlam for the sumer of 1972.

The. programme will hopefully eliminate the need for aerial application of pesticides and
will try to control mosquito populations through an “intensified ground control programme"
which will concentrate on controlling mosquitos in their larval stage. ;

Central & Coquitlam SPEC worked with Ralph Palmer in setting up this programme and SPEC
feels there is a definite need for a programne of this nature. The dangers of the wide-
spread use of pesticides have been well documented and man can no longer afford to dump

miizZions of. pounds of synthetic chemicals on the eco~system and expect no secondary effects.

SPEC wishes to make it clear that it is not taking over the responsibility for control of
mosquitos in Port Coquitlam and Coquitlam. Mosquito control is a nunicipal and city re-
spomsibility and 1t is doubtfizl whether this responsibility could be passed on to ay other
agency of group. Dr. Monroe of the Simon Fraser Health Unit at a recent meeting replied

to @ query on mosquitos by stating that any problem with mosquites should be directed
towards SPEC. We wish to maxe it clear that SPEC has not gone into the contracting
business for mosquito control and that statements like that of Mr. Monroe's just confuse
the issue and do little to improve the situation between groups who are working together
towards a common objective.

The Secretary of State's office has received our application and we will know whether or
not our project has been accepted by or about April the 17th.
