December 5th, 1977. Governments should be problem solving bodies only, the citizens should mak2 the decisions. We must accept all problems and only pass thein on when the City finds them impossible to solve; it should then go to Regional; then Provincial; and finally, only major problems to the Federal Government, and we would then regain control of our own destiny. APPOINTMENTS OF COUNCIL COMMITTEES AND VARIOUS AREA BOARDS AND COMMITTEES: Mayor Campbell expressed his appreciation to the staff and Council for the work they have done in the past year.
