Governments should be problem solving bodies only, the citizens should
mak2 the decisions. We must accept all problems and only pass thein on

when the City finds them impossible to solve; it should then go to Regional;
then Provincial; and finally, only major problems to the Federal Government,
and we would then regain control of our own destiny.

APPOINTMENTS OF COUNCIL COMMITTEES AND
VARIOUS AREA BOARDS AND COMMITTEES:

Mayor Campbell expressed his appreciation to the staff and Council
for the work they have done in the past year. He then stated he could
very proudly say we have possibly one of the most dedicated and one of

the best staffs, not only in the Lower Mainland, but in the Province of

B.C., and went on to state that we have a good Council, and there would
not be very many changes in Committees, and he then made the various

appointments as follows:
