The jolly Irish president of the In- ternational Olymple Commission {10C), after years of resistance from the more conservative members, was given overwhelming backing Monday for his plan to let both parte of China compete in the Games together. Athletes of mainland China now may take part using the name, flag and anthem of the People’s Republic of China. But Taiwan muat abandon the name and flag of the old Republic of China and use a special Olympic flag to be approved by the 10C. 10C members voted by 62-17 to back the plan. Taking part in the voting were Canada's two IOC members — James Worrall of Toronto and Richard Pound of Montreal. Worrall had no comment Monday night on just how they voted, “lt was a secret ballot and I ex- pressed my opinion,” he said. But he said he was not surprised by the result, coneldering the trend of discussions at two previous 10C meetings thia year. mo “No doubt the members wanted the Peopie's Republic of China back,” Worrall sald. ‘The difficulty was in excluding Talwan.” Taiwan's Olympie committee is halding an emergency meeting today to discuss how to protest the result. It had earlier threatened legal action against the IOC in the Swiss courts. “They're exercising their right to take the matter to court,"” Worrall said, “But it doesn't worry me too much. I don't think it will Interfere with in- vitations to both (Chinas),”’ Peking has accepted the plan and Talwan has until Jan. 1, 1880, to swallow its pride and change its name. Worrall aaid he had no idea whether the Swiss court would act quickly on the lIague but “I imagine the people from Gradin signs so — oe se > a se Riverside Auto Wrecking Taiwan would like to see a quick decision, no doubt." Complicating the sltuation is the fact that the 10C is almost law unto itself, its 89 members were chosen as In- dividuals to be its representatives in their countries and they repreaent no one but the [0C, Taiwan claime that the I0C’a new plan contravenes part of the Olympic charter, which states that every team in. the Olymple Games must march behind its national flag in the opening paraded and a winning team's national anthem must be played at the meda’ presentation ceremonies. The charter also says the IOC is the fina] authority on all questlons con- cerning the Olympic Games and the Olympic movement. In the past, Killanin has failed to break down diehard support for Talwan, Its champions have claimed that it always abeyed Olympic rules and that its cholce of name and flag and anthem were its own affair. In 1876 the Canadian government refused to let the Taiwanese enter Canada because they called themeelves representatives of the Republic of China. Recently the U.S. state depart- ment sald in a letter to IOC mamber Jullan Roosevelt that the same situatlon may arise during the Winter Games at Lake Placid. Mainland China, with almost one billion people, would not let its athletes take part while Talwan waa competing and insisting that it was the Republic of The absence of China, the world's most populous country, has been the biggest gap in the [OC's Idealistic bid to bring the youth of the world together in sport. China is expected to make a splash in speed skating at Lake Placid. Team entries close Dec, 1, 30 the Taiwanese have flva daya to decide whether tosend their skaters and akiers — or their lawyera — into action.
