College president heads

to Scotland for a year

Michael Hill is taking a
year’s leave to work in
Scotland,

Hill is moving to Scotland
next July to consult on a
new university planned for
northem Scotland. Called
the University of the
Highlands and Istands, it
would connect 10 colleges
in the area through fibre op-
tics,

“It would create a virtual
university,” said Hill, des-
cribing the unique learning
environment,

This is not the first time
Hill has been involved in
the creation of cutting edge

Problems seen
over grant cuts

IT LOOKS like it’s back to the drawing board for plans to
restructure the city by either amalgamaling Terrace and
Thornhill or having Thornhill incorporate on its own,

A revised restructuring package from the provincial
government is expected to come through sometime this
week. But the new offer may lose some of ils punch be-
cause of provincial culs to municipal grants.

And even if the cuts don’t affect the offer, they will af-
fect an enlarged Terrace or incorporated Thombhill’s
budget. And that means another study will be necessary to
see what effects that wil] have on taxpayers.

“In the original offer, there were highways ministry pro-
visions to contribute to reads," says regional district man-

. ager of development services Andrew Webber, “But that
program has been eliminated.’

Webber says that cuts like the $12.5 million reduction in
transfer payments 1o municipalities from the highways
ministry might affect the restructure offer. Other cuts to
Grants that could impact on the offer inctude those for in-
corporation, policing, and economic development — like
the promised downtown revitalization funding.

But even if the new restructure offer isn’t affected by
those cuts, the regional district will have to do a new study
to see how they will affect an incorporated Thornhill or an
amalgamated Greater Terrace.

“Our restructure study was based on how a municipality
raises money,’? Webber says. “‘But these cuts will change
thal. The funding formulas used in the original study are
no longer current,'”

Webber says whatever the new affer entails, the city and
the regional district will have to re-evaluate what resiruc-
ture will cost the average taxpayer. And that could take
some time,

“Everything's up in the air,” says regional district
treasurer Verna Wickie. “The original report how means
nothing,”’

The restructure committee that worked to get that report
no longer exists, City councilor Gordon Hull was the chair,
but he left that position when he ran for mayor. And amal-
gamation proponent Peggy Julseth lost her seat to Les
Watmough in the municipal elections,

’ That leaves plenty of work for the new regional district
board and city council. .

“It won’t be a quick process,’’ Wickie says. ‘The board
has to figure out what it will do about the committee, And

they have to have time to digest the new information,”

In the meantime, the cuts won't affect Thornhill residents

too much, since transfer payments to the regional district
remain unchanged,

‘They are really small already,"’ says Wickie. “There

He consulted on the con-
version of Royal Roads in
Victoria to a university
aimed at mid-career profes-
sionals. Hill also provided
advice on the creation of the
University of Northern B.C.,
and was involved with the
Omega University Project in
Sweden. That’s a project
that saw the networking of
three colleges in Sweden.

While Hill is in Scotland
he’ll also be completing a
PhD he started in Sweden
when he was there last.

The PhD is in education
and it’s on the structure and
organization of educational
opportunities in marginal
regions, so it relates closely
to the work he’s doing in
Scotland.

Hill’s leave of absence bas
been approved by NWCC’s
Board of Governors, and he
says its a project that’s
been in the works for five
years. Hill has been at the
college for nearly six years.

Money for the trip will
come from Hill's savings,
banked lime off, and a par-

tial salary which the college
will pay him,

The search for an acting
president has already begun.

Hill leaves at a time when
the is dealing with plans to
cut its payroll and spending
in hopes of erasing a deficit
built up over the last years
and to reflect declining
government grants.

Hill’s planning on retum-
ing to NWCC in July, 1998,
He thinks his experience
with the Scottish university
will benefit NWCC,

There’s a fot of
similarities between the col-
lege, with its regional
campuses, and the Scottish
university.

“They both deal with
small communities, remote
geographics and have
similar climates,” said Hill,
"We could team from each
other,”

Hill said NWCC has also
discussed having closer
links with the College of
New Caledonia in Prince
George and Northern Lights
College in Dawson Creek,

The experiences of linking
the Sottish colleges could

also be helpful toward this
end, said Hill.
