| ¢ Terrace Review — Wednesday, August.17, 1988 19. a _ Chief negotiator meets with Terrace management | The government negotiator Bob Piecas hopes man- agement input regarding BCGEU contract talks will land emphasis and clarity ‘to the. negotiations. Bob Plecas, chief government negotiator, was in Terrace’ August 9 to meet with about 45 non-union civil servants to discuss the current status of con- tract negotiations. The B.C. Government Employees Union suspended talks recently to seek, a strike mandate from - its members. a Plecas said the meeting with government managers was to ex- plain the government’s and union’s latest proposals and to get management input. ‘‘The people who live and work closely with the members know what's going on in the area.’’ In travels throughout the province so far, Plecas and negotiating team member Gary Moser have been told that most union members | are not interested in a strike — . they just want a fair settlement. Managers also said the union wage demand for 17 percent in . the first year is excessive and not responsible, . They were in Cranbook, Castlegar, Kelowna and Kam- loops on Monday, and Terrace, Prince George and Fort St. John last Wednesday. Although the meetings won’t change any of the proposals already on the table, Plecas said managers’ views would help lend emphasis and clarity on the issues. . Both wages and privatization remain the main areas of dis- agreement. union’s argument that BCGEU ‘members suffered more than others ‘under wage constraints was not true. A Ministry of Labour graph showing changes in annual wages indicated that BCGEU incomes kept pace with the private sector from 1982 to 1987, The union wants the 17 percent increase as a catch-up for their. years under legislated “wage constraint. . Privatization concerns of the union were met by a range of choices proposed by the govern- ment, ‘Instead ‘of fighting the issue out in the courts, and waiting ‘for the decision of the B.C. Court of Appeal and pos- ’ sibly the Supreme Court of Can- ada; Plecas said “It’s an issue, so let’s discuss it and put it in the collective agreement.’” BCGEU president John Shields had call- ed the government’s iatest ‘pro- posal ‘‘an insult’’ that only gave members ‘‘choices on how they want to lose their jobs,’’ before calling for the strike vote August 2.0 Plecas said the. said. that while a strike vote is always a serious matter, this isa pattern BCGEU-government ne- gotiations have tended to take over the years. He’s confident that around Labour Day talks will resume, “‘reality will find its place,’’ and an agreement will then be reached within a week to. ten days, ae Karen Karu arrived back in Terrace Sunday after spending a year in Australia as a Rotary exchange student.
