Co-operative Federalism: The New Democratic Party be-
lieves in Canada’s federal system “which alone insures the
united development of the two nations which originally asso-
ciated to form the Canadian partnership, as well as that of
other ethnic groups which later made Canada their home.”

problems now confronting Confederation through close col-

Even in its limited role
NORAD is not only im-
potent, but also superflu-
ous. Impotent because it
cannot stop missiles; super-
fluous because. there are
dozens of nuclear bases in
three other continents, as
well as mobile Polaris.
NORAD, alerted or net,
could do nothing to coun-
ter a few missiles and aging
bombers in Cuba.

Not a child in North
America would sleep less
safely if NORAD disap-
peared. The system is no
more than a gigantic mili-
tary fraud, conceived in
panic in the Pentagon. All
the nuclear bombs we could
load on our Vocdoos and
Bomarcs would not im-
prove the deterrent.
