In the case to come before the U.S. court the National Labor Relations Board of that country will seek to have its jurisdiction recognized over seamen working on U.S.- owned but Honduras-register- ed ships. Behind this move is the danger that if such a prece- dent is established it could be used as a wedge to extend jurisdiction of U.S. labor laws to workers in any and all U.S. subsidiaries in other countries. The danger to Can- adian workers in such sub- Sidiaries is thus obvious. The (far-reaching implica- tions of the U.S. labor board’s contention are so great that even official Ottawa has en- tered a brief to the USS. In the first round the Com- munist Party polled four million votes, increasing. its percentage of the vote to 21.78 from 18.9 in 1958. In second-round voting the candidate with the largest single vote is elected. ' The Communist Party had been foremost in urging unity at the polls to defeat Gaullist candidates and thus block a continuation of the regime of personal power of French President de Gaulle. In 91 constituencies there was a Straight fight between a Gaullist and a Communist or a candidate having Com- munist support. While details of the elec- tion results are insufficient for any full analysis, it -ap- peared the centre and left-of- centre parties refused to unite around single candi- dates. They thus lost heavily and opened the door to the election of Gaullist candi- dates. The U.S. labor board said it had jurisdiction to conduct a rep- resentation vote aboard these ships. While it is true U.S. firms such as the United Fruit Co. register ships under the flag of foreign countries in order to be able to pay lower-than- U.S. wages on such ships, this problem can best be met by international labor solidarity directed against the _ ships’ U.S. owners to raise wages. But any attempt to allow U.S. government _interven- tion into the trade union affairs of another.. country would be no guarantee that U.S. monopolies would treat their workers in other coun- tries any better than they now do. Such intervention, however, would undermine trade un- ion autonomy in other cout tries, and such autonomy the only basis on which the workers of all countries cal effectively unite to win gains from the American monopo lies.
