This program uses a traffic radar speed meter and a reader board that displays the speed of the motor vehicle as it passes the radar vehicle. The citizens will be trained in the use of radar by us and will target areas that are identified by both themselves and us from citizen complaints. There are no enforcement activities within this program, however, we still feel there will be direct and positive benefits. It is planned that the program will encompass the Tri-City area in its entirety. The responsibility for policing in the municipalities policed by the RCMP are contained in the Municipal Act and as wedo not have Polive Boards under these circumstances, it implies a more direct relationship with the Mayor and Council. I would see the Community Policing Committee having a direct relationship with elected officials. Inasmuch as funding for 4 Ey) 3 the committee activities comes from the municipalities, it would be my position that annual reports be directed to the Council for presentation and approval. Once that stage has reached approval the report could be released to interested community groups and the general public. The foregoing implies, therefore, that the committee would present its new make up for ratification by Councils. It has been my experience that things of this nature take time to evolve and I would not expect any final presentations until the fall of this year. The timing is in deference to the fact that the volunteers are generally giving as much time as possible and the staff people involved all have primary responsibilities to fulfill. i'm con- fident that the product will be worthwhile. You may be aware that the Attorney General's Dept. has formed a committee of citizens and police personnel under the heading "Community Policing Advisory Committee."
