Riecken Acting City Engineer SUBJECT: Storm Sewer at 1628, 1634 Western Drive (Public Works Committee Meeting June l2, 1990) RECOMMENDATION: That the installation of a storm sewer at 1628 and 1634 Western Drive at a cost of $11,360.00 be approved with funding allocated from the Public Works Special Capital Expenditure Reserve Fund, subject to the owners of the two properties agreeing to register a Statutory Right of Way over their properties as shown on the attached sketch. BACKGROUND AND COMMENTS: The dashed line on the attached sketch illustrates a storm sewer which was installed many years ago, presumably by the developer or builders, to service several lots. There is no Statutory Right of Way over this main, and although the argument could be made that it is a private system because it services several lots, the City would receive complaints if for any Treason one of the property owners were to block the pipe. This old main is only 150 mm in diameter and is fairly shallow. Mr. Dahling who resides at 1634 Western wishes to construct a sundeck at the rear of his house , and the existing pipe would interfere with this. Hig neighbour, Mr. Frank wishes to extend his driveway and build a carport; however, the lawn basin which serves as a manhole is too high to accommodate this. As well, Mr. Dahling's rear yard is very wet, and the deeper main would help to drain his yard. The proposed 200 mm diameter main is shown as a solid line on the sketch. Once this has been constructed the old main could be abandoned through the Dahling and Frank properties. The balance of the old system would remain in place.
