Hiring Recycling Coordinator It is recommended that a full time Recycling Coordinator be hired at an early date and that an office be constructed at the works yard for this person. This person would be responsible for all activities related to solid waste recycling and should also be responsible for integrating these activities with the regular collection service provided by the City. Initially the Coordinator would order the blue boxes, secure a market for the recycled materials, prepare and implement the advertising program, work out the details of the collection routes.and how these inter-react with the existing garbage collection routes, etc. Once the vehicles have been delivered he/she would hire and arrange for training of operators, and get the service up and running. It is expected that there will be a considerable number of enquiries from residents in the early stages of the program which will involve visits to homeowners, answering phone calls, ete. Good public relations skills will be an essential requirement for this position. The Coordinator would also be responsible for researching and establishing recycling programs for multi-family units, depots or other collection syctems for wastes not included in the curbside programs such as cardboard, batteries, white goods, household hazardous wastes, etc., and composting of yard wastes, etc. This will take up the majority of the Coordinator's time while we await the delivery of the trucks. Cost Factors It is projected that as of June 30, 1990 there will be approximately $67,500 available in total from the current year's budget and the recycling reserve fund which could be applied to the curbside collection program. The costs of implementing the complete program will be much higher than this. Of course, not all of the money would have to be spent this year if the projected schedule is correct. Expenditure of all capital costs except that for the trucks has been shown to occur in 1990 so that we would be ready to proceed in the event the delivery time for the trucks is faster than anticipated.
