We are pleased to have the opportunity to put our views before your
Committee and to reiterate our position of October 28, 1985. We hope
over the next months to discuss these ideas with the various interest
groups so as to gain a consensus on how to achfeve such a long term
plan.

This brief was adopted by the Policy Coordinating Committee of Mayors
on February 26, 1986 and has been forwarded to each of the Councils of
the 14 cities and municipalities for its endorsement. Each has been
requestea to advise the Committee of its action.
