Eng., ity Engineer FROM: SUBJECT: Stop Signs at Vincent/Manning Intersection - Public Works Committee, August 31st, 1982 RECOMMENDATION: That STOP signs be installed on Vincent Street at Manning Avenue and that the appropriate changes be made to the City Traffic Bylaw. BACKGROUND AND COMMENTS: Mrs. Bonnie Harvey of 3020 Vincent had requested STOP signs to be installed due to frequent accidents at the intersection as well as various bad driving practices including squealing of tires. This intersection falls into the category of two local streets and would normally not be given STOP signs under the policy that Council has been following. We are not able to obtain accident rates for the current year from the R.C.M.P., however, the intersection has a past average of approximately two reported accidents per year and doubtless there have been other unreported accidents and near accidents as with any intersection. The Committee feels that STOP signs can be justified at this location because of a peculiar visibility problem. For some reason, probably because the roads and boulevards are very level, drivers approaching the intersection are not always aware that there is an intersecting street. A STOP sign on Vincent will draw this to their attention. It was felt that Vincent would be the best street to stop because of the location of a tree on the southeast corner and because it is in accordance with the existing pattern of STOP signs in the area. .
