Concerning the flood control works operated by the Coquitlam Dyking ‘District, which includes 2575 acres in the City of Port Coquitlam, the present plans of the Federal-Provincial Joint Advisory Board call for completion of preliminary engineering of the improvements of the existing dyking works in March or April, i974. This preliminary report will outline the proposed improvements, give preliminary cost estimates and indicate the local cost sharing arrangements. The preliminary report will be discussed with the local governments to determine its acceptability. Final design of the project and preparation of construction contracts could take place during the remainder of 1974 and construction could take place in 1975. -This is quite a tight schedule and is based on an assumption that the finalization of the project outline in discussion with local governments will not be a lengthy process. 3 , The Coquitlam River flood control improvements will be a serarate project. It is visualized at this time that Coquitlam River flood, erosion and sediment control cannot be considered scparately from an overall water regime plan which would include also such aspects as recreational, fishery, water supply and hydro-electric power considerations, and also watershed management, at least in the immediate vicinity of the drainage channels. The Water Resources Service has made some studies on flood and erosion control and is compiling information on work done regarding these matters by other agencies. We ftntend to draft a study program which will be discussed with the local governments and Interested groups with an aim to develop an acceptable plan for Coquitlam River improvements, which then will have to be exmained from an economic feasibility point of view.
