The letter is addressed to the Ministry of Forests a id Lands indicating z 44 111%Ill the cl ub's strong objections to the proposed gravel operations across the Coquit lcm River from the Jack Cewe Gravel Pit on Pipel ine Road. The proposa was apparently made by Val Icy Rite Mix Ltd. T. Chong advi ed the Committee that he has been in contact with Mr. Csizmadia, Land Inspector for the Ministry of Forests and Lands and wa4 advised that this app ication is currently under review by his Ministry. The proposal apparently Involves approximately 40 hectares of treed and. The Committee instructed T. Chong to write to both the Min istry of Forests and Lands and the Ministry of Environment advisirg them of the City' interest in this appi ication and our request to submit c mments once we have had an opportunity Ill I I iliill'iI I )IIIIIII to review details of the proposal. Whi le the Committee is unanimously in favour of protecting the rights and health as evidenced by the recent pass ing of the Smoking Regu at iona By ofaw,non-smokers, its members are concerned that C-51 may have serious ramif icat iona upon the B i advertising industry, organizations supported by the Tobacco Growers Association, etc. In any event, the Committee is not convinced that the prohibition of advertising for Tobacco Products wil deter smoking. Society in the purchase of blue bags for newspaper recycling„ Pur'chase of Spill Containment l(It. Contribution towards Anti-Litter campaign. The Committee was advised that $ 1,800 was added to the $ 6,000 as the prelimir ary subm isa ion for the 1988 Env ironmenta Protection Account. This $ 1,800 intended to cover the cost of smoking regulation signs for those feei it ice maintained by the Engineering Department and for inventory to offer for sale to the Pub ic ~ Alderman Gates suggested that perhaps a reserve account should be set up where the money saved in refuse disposal costs as a result of newspaper recycl ing be credited towards this account on an annual basis and that the funds in this reserve account wi in turn be used continuously for the promotion of recycl ing in the City. Alderman Gates has agreed to raise this matter during the budget d iscuss iona. Alderman Gates also suggested that an additional $ 2,000 be added in the 1988 Env ronmenta Protect ion budget as wseed-moneyw to set up a C ity compos area so that residents can bring biodegradable material to the area for disposal rather than inc uding such substances in the domestic waste stream. As Minister of National Health and Welfare, I share the strong concerns expressed by many Canadians about the preventable human suffering experienced as a result of tobacco use. Accordingly, the Government has introduced Bill C-51, Act to prohibit the advertising and promotion, and res actin anthe labe ling ano monztoring, of tobacco products. Its provisions will ~ ' d more visible health warnings so that consumers will be more b ' ~f informed about the serious hazards of using tobacco products.fully I believe that the new policy will help ensure that advertising no longer misrepresents the smoking habit as part of a glamorous lifestyle. I have also announced an increased level of support for the National Program to Reduce Tobacco Use, being carried out with the cooperation of provincial health ministries and the national voluntary health agencies. McLellan time, the Minister of Labour, the Honourable and the previous President of the Treasury Board, Cadieux, Pierre the Honourable Robert de Cotret, have announced their own complementary initiatives as part of the Government's comprehensive policy on tobacco. These measures will restrict smoking in Public Service workplaces to designated areas, separate from work areas; the Minister 'of Labour is requesting that other employers under federal jur'.edict.ion undertake similar initiatives by the end of this year. Workplace smoking in federal departments will be phased out completely by January 1, 1989. Both unions and management will be involved in krorking out the details oi'mplementation of these workplace smoking restrictions. At the same In addition, my colleague, the Honourable John Crosbie, Minister of Transport, has sought comments on regulations to prohibit smoking on all domestic and international flights of two hours or less. The Government is also concerned that tobacco farmers face problems of economic adjustment as cemand for their product continues to decline.
