As the Communist Party ex-
ecutive discussed the referendum
results, prime minister Trudeau
dispatched federal justice minister
Jean Chretien across the country to
line up provincial premiers for a
proposed June 9 constitutional
conference. Chretien visited all
premiers except Quebec’s Leves-
que, who this week stated that he
had received no formal invitation
to a conference.

The victory of the ‘‘No’”’ side in
the referendum has been inter-
preted as a mandate for the federal
government to push ahead with its
plans for a ‘‘renewed federalism”’
and constitutional reform. But the
content of ‘‘renewed federalism’’

Telecommunications Workers
Union president Bob Donnelly
declared Tuesday that TWU
members ‘“‘won’t be used as
pawns’’ in a B.C. Telephone Com-
pany pressure play.

Donnelly was responding to
threats by B.C. Tel president Gor-
don MacFarlane to make reduc-
tions in B.C. Tel staff and opera-
tions following the May 23 decision
by the Canadian Radio-television
and Telecommunications Com-
mittion rejecting the B.C. Tel ap-
plication for an interim rate in-
crease.

The CRTC turned down the
B.C. Tel application for the interim
hike of 5.3 percent June 1 — pro-
mpting a warming from Mac-
Farlane that the decision would
force the company to re-examine
its programs and that, in turn,
“would have a negative effect on
employment and service.”

“B.C. Tel has showed its true
colors as a corporate citizen of
B.C., threatening to lay off
employees while registering exorbi-
tant profits,’’ Donnelly charged at
a press conference Tuesday.

The TWU president warned that
the company’s threat was aimed at
“intimidating union negotiators”’
during current contract talks which
have dragged on for eight months
with little progress made.

B.C. Tel’s underhanded tactics.

During those eight months, he
said, B.C. Tel has offered only
seven and eight percent in each year
of a two-year agreement while at
the same time, supervisor’s wages
have been boosted 10 to 14 percent.

The latest threat of layoffs is ‘‘a
culmination of the most under-
handed tactics ever employed,”’ he
charged.

“B.C. Tel is gearing up for
another confrontation — but the
TWU will not let them wreck
another year. And it won’t let B.C.
Tel workers be used as pawns.”

French-Soviet summit talks enrage U.S.

The summit talks in Warsaw
between the French and Soviet
leaders were “‘useful for maintain-
ing peace-and strengthening
detente,’’ President Valery Giscard
d’Estaing of France told reporters
in Warsaw May 19. Washington
appeared to be enraged by the
meeting, but the West German
government hailed the meeting as a
‘‘positive step in the right
direction.”’

The French President said: “Iat-
tach very great importance to the
negotiations between the leaders of

France and the Soviet Union, par-
ticularly to this sixth meeting with
President Brezhnev of the the
USSR.” He said the talks had
achieved their purpose, which
‘‘was to examine for the first time
this year’s current problems, to
ascertain at the highest level what
the development of the interna-
tional situation is, and to find ways
for reducing the existing tension.’’

There were indications before
Monday’s meeting that one of its
topics would be the proposal made
at the earlier Warsaw Treaty meet-
ing to hold a global summit to pre-

vent war and to strengthen peace
and detente. The French confirmed
this Monday by releasing a state-
ment emphasizing the ‘‘necessity to
organize a world meeting at the
highest level to find out the reasons
for current world tensions.”’

West Germany, in a break with
the Carter Administration, gave
strong support to the Brezhnev-
Giscard summit. Claus Belling, of-
ficial West German government
spokesman, said in Bonn that the
summit was a positive development
and a contribution to the resump-

tion of dialogue between East and
West. Belling also praised Edward
Gierek, first secretary of the Polish
United Workers Party, for taking
the initiative in arranging for the
French-Soviet summit.

In his Warsaw news conference

_ Monday, Giscard told reporters:

“The talks showed that our views
differ on one point. This concerns
primarily Afghanistan. While
discussing other questions, the fact
was reaffirmed that there is good-
will for cooperation and
understanding, and the need to
continue a dialogue.”
