Attached is a public discussion paper from the Minister of Municipal airs identifying the issues and the proposed action for constructive changes to our present system. A summary of key questions are asked in the report. The Building Department is recommending that fhe following points be considered if changes are made. 1. Roles and responsibilities of participants in the building regulatory system. The provincial Govemment should take the initiative through regulations to define the roles and responsibilities of owners, designers, builders, local government and the Province. Limit the liability of local government in the building regulatory system. The level of inspection that can reasonably be provided should be determined by the local government with the minimum being compliance with the code to protect public health and safety.
