BACKGROUND: The G.V.R.D. Task Force on Regional Mandates for Land Use and Transportation Planning was responsible for pursuing, with G.V.R.D. member municipalities, the development of a consensus based model for an improved regional planning mandate. The report of the Task Force was circulated to member municipalities for comment in December 1992. City Council considered the report at the Council meeting of January 2°, 1993, and passed the following resolution: “THAT the GVRD Board of Directors be informed that the City of Port Coquitlam supports the recommendations of the Task Force to seek legislation to prepare, adopt and implement a Regional Strategic Plan for Greater Vancouver, provided that: 1. The Regional Strategic Plan be prepared in close consultation and cooperation with member Municipalities 3 The Regional Strategic Plan receive approval by each local Council; Subsequent changes to the Regional Strategic Plan after adoption may be made with the approval of the local Council and not necessarily with the approval of the GVRD Board; and Any subsequent changes to the Regional Strategic Plan proposed by the GVRD receive approval from every local Council of municipalities affected by the changes”.
