Re: Petition to Close Lane off Elinor

The Committee considered the attached petition from
esidents along Western Drive to close the lane running
between Thea and Elinor Crescent co prevent shortcutting
traffic from using the lane. A letter objecting to the
petition was also received from Mrs. Lehmann and is attached.

Attachéd Sketch No. 1 shows the location of the ~-
requested closure and those properties petitioning for and
against. The sketch also shows the two way traffic flows
over a 24 hour period on the three legs of this lane.
Although these counts do not show turning movements, a
physical examination of the site shows that a large number
of vehicles from the south end of the lane use the short
stub to get to Elinor Crescent.

. Although the indicated traffic volumes would be low
for a street, they are quite high for a narrow lane with
restricted visibilities. . From observation and review of
the traffic counts it is obvious that some people do use
this lane as a shortcut between Thea and Elinor. In con-

'. sidering ways of reducing this unnecessary traffic the

Committee looked at several alternative closures as numbered
from 1 to 3 on Sketch No. 2.

Alternate No. 1 as requested by the petitioners
creates two problems. The first problem is obviously the
location of the driveways of Lots 1615 and 1617. These
driveways are constructed at such an angle to the lane
that the owners must enter the driveways from the south end-
of the lane. It is impossible to turn into the driveways
with a large car when coming from the north end of the lane.
Another difficulty with this closure would be that a number
of residents from the south end of. the lane who have a
legitimate reason to use this short stub to get to Elinor
