Discussion then ensued. _From the Finance Committee, October 6th, 1978 recommending that the definition of 'Farm' be defined as 'a Farm operation that receives the tax exemption under the Assessment Act' and that all 'Farms' be left on meter, and all other rural properties regardless of acreage be left on the residential flat rate. Commercial enterprises, e.g. greenhouses, etc. would be on meter. ‘Moved by Alderman Thompson: Seconded by Alderman Ranger: “RP & Z Comm., Oct. That as recommended by the Finance Committee, October 6th, 1978 'Farms' be defined as 'a Farm operation that receives the tax exemption under the Assessment Act' and that all 'Farms' be left on meter; THAT commercial enterprises, e.g. greenhouses, etc. be on meter; THAT all other rural properties regardless of acreage be left on the regular residential flat rate; AND THAT the City Clerk be instructed to incorporate the above noted changes in the amending Water Rates By-law. Carried. Prior to passage of the foregoing resolution Alderman Ranger gave further clarification of the Finance Committee Report. Discussion then ensued, From the Planning and Zoning Committee, October 4th, 1978 advising a conceptual plan for a new road along the Coquitlam River bank had been drawn up and recommending that Council adopt the plan as a guide for the development of the East Bank Road. Moved by Aiderman Ranger: Seconded. by Alderman Mabbett: That as recommended by the Planning and Zoning Committee, October 4th, 1978 the conceptual plan for a new road along the Coquitlam River bank be adopted as a guide for the development of the East Bank Road. Carried. Prior to passage of the foregoing resolution discussion ensued on the proposed East Bank Road. The City Planner advised requests have been received from developers for development in the downtown area and a ‘road must be developed in order that development can take place.
