woe ow ee ey Health council agrees to fix up ‘residential facility AFTER PUTTING off re- novations for the past two years, the Terrace and Area Health Council has finally agreed to repair Os- borne Home so that it meets provincial fire and safety regulations. The facility houses nine residents with psychiatric disabilities and the agree- ment to renovate follows several years of discus- sion, Says senior city build- ing inspector Paul Gipps. “It’s been going on and going on,” Gipps said. Gipps and. Terrace fire chief Randy Smith said re- gular fire and building code ‘inspections are done in health care facilities to en- sure residents are safe. “We want to provide a sufe home for these people,” Smith said. The health council, which is contracted to operate Osborne House, agreed last weck to gel the renovations done as quick- ly as possible. “We're looking at getting it fixed through mental health,” said Paul Manhas, a key health council fi- nance official of an attempt to get a provincial povern- ment department involved. To bring the building up to code, a special sprinkler system needs to be installed and smoke detectors need to be. hooked up in cach bedroom. Emergency lighting and exiting systems also need to be added, so'in the event of a power failure or fire, re- sidenis can find their way out of the building. The building also lacks fire separation walls, which can help contain fires so that they don’t spread as quickly. The building also has a structural problem — a sup- port beam needs repairing, Dr. David Bowering But Gipps said the build- ing isn’t condemned, it just needs to be upgraded, “It is not an impending collapse or anything along those fines,” he said, Dr. David Bowering, CEO of the Northwest Community. Health Ser- vices Society (NWCHSS), which has mental: heaith services under its wing, said he’s busy working with the the health council, the provincial health ministry and Ksan House Society, which owns the building, to ensure Osborne Home meets fire and safety stan- dards. “The bottom line is to make sure people are safe,” he said. ‘Bowecring said the hope is that eventually the ministry of health will allocate money to build a new facil- ity for psychiatric patients. “A new place is needed for a varicty of reasons,” ‘ said Bowering, adding. the current building is old and "run down.
