THE HERALD, Monday, September-12, 1977 by Brant parker'and Johany bart ff IP L-IKeE 12 feue Dane } HoNeor? ah LTO YEE, ent, 0 4-/4- ar 412 Parents dethroned NEW YORK (AP)- Parents have been “dethroned” and no longer control their children’s development, a Carnegie Corp. research team con- cluded after a five-year study of the way children grow up in the United States, The Carnegie Council on Children, in a report made public Saturday, urged sweeping changes in domestic policy the put parents back in control, including a full employment economy and a credit in- come-tax system to redistribute personal in- come. “Most American parents are competing on unequal terms with institutions on which they must depend or which have taken over their traditional functions,” the study says. “We have been using a faulty lens for locking at children,’’ said Dr. Kenneth Keniston, a psychologist who headed the study. “What we have been tyring to do with our programs for children is to patch up in- dividuals who are damaged, without doing anything about the forces that are damaging thern.’’ The study, All Our The American Family Under Pressure, recom- mends returning control to parents by assuring them influence, employment and a minimum income of about $7,000 a year. “The goal is to make it possible for parents to make the choices,” Keniston said in an interview Saturday. “Public policy should be neutral, It shouldn’t, for instance, encourage a mother to work. But it should make it possible for her to choose.’’ A group from the council will meet with Joseph Califano, health, education and welfare secretary, White House staff, and a group of House of Representatives members in two weeks to discuss their findings, he said. The .study recommends reduction of unemployment for heads of households to no more than 10 percent; more vigorous action to protect minorities against em- ployment discrimination; flexible working schedules and expanded pregnancy leave, A key recommendation is a guaranteed minimum income to all familes with children, Keniston said. The goal is that no four-member family would have an in- come of less than about $7,000 a year. The Carnegie. group urges a system of direct income supports to supplement low wages and to give single parents the option of caring for their young children full tiem if they want. As an example, they proposed a credit income tax to redistribute income from those in the upper quarter of the income brackets to those near the bottom. “By and large the children who do poorly come from. economically and socially deprived backgrounds.
