This is the situation:

Upon the recommendation of the Constitution Committee,
the Regional Convention proposed that the per capita tax
per dues month paid by Local Unions to the Regional Council
be increased from 75 cents to 90 cents. The delegates decided
that five cents of this amount should be set aside to back
up negotiations. Under the Constitution any proposed in-
crease in per capita tax must be submitted to a membership

It was decided not to draw on the strike fund for negotiating - An expansion of Union activities, co-ordinated through the
