designs in house would require the addition of several extra
staff members and the costs of these additional emplroyees would
be part of the budget. The obvious question Is "What happens
if Counct! does not approve al! the projects on the JSists when
the final budget [s set?" The answer Is that the designs would
then be avallable for a future year. The only difficulty would
be that the cost of the design would show up In the 1987

budget.

In order to assist in scheduling construction, there [s an
urgency to get these projects designed early In the year. We
would request that the call for proposa!s be approved as soon
as possible. Even with an immediate call for proposals there
