Brown Director of Planning SUBJECT: Rezoning Application 6/85 1879 and 1864 Harbour Road RECOMMENDATION: ae That City Council direct the Clerk's office to prapare a bylaw rezoning Lots 3 and 4 of Plans 6269 and 6358 from RS-2 Single Family to CS-3 Tourist Commercial. b. That the following conditions be met before extending fourth reading to the rezoning bylaw: - installation of utility services - an agreement being made among owners regarding highway access improvements COMMENTS: 1. This proposal Is to build a waterfront hotel along Pitt River beside Mary Hill Bypass. in the draft Community Plan, the surrounding properties are designated for marine oriented tourist commercial services. The rationale for that designation is that the properties have water frontage -and are separated from residential neighbourhoods by Mary Hill Bypass. 2. The zoning designation being applied is CS=-3, Tourist Commercial, in keeping with the draft Community Plan designation and relationship to the highway. 3. Conditions for approval of the rezoning bylaw recommended are to require utility installation before approval and to meet requirements of the previnciai Ministry of Highways for upgrading access onto the highway. The first condition, utility instaliation, is to give the applicants a- head start on their planning before utilities are Installed. Once the utilities are in place, only a final reading of the rezoning bylaw wil | remain. This procedure is as offered to other proposaits in the vicinity. The second condition, an agreement being made among owners regarding highway access improvements, is a requirement to meet provincial Ministry of Highway's concerns about traffic blocking the highway. 4.
