Eng., City Engineer Res Industrial Area Development Cost Charges In Committee last week Council discussed the question of charging development cost charges on properties that are already developed in the industrial area but are expanding. Council concluded that these properties should not be charged any additional development cost charges. The intention of Council should now be confirmed by adopting the following resolution which sets out official policy for staff to follow in interpreting the by-laws. "Where an application is made for a building permit strially zoned lot which would normally be subject to payment of development cost charges assessed on the basis of overall lot area, and where such lot was already occupied by an industrial building at the time of passage of the Devel-~ opment Cost Charge By-law, Council's policy is that the capital cost burden to the City resulting from such new building was already included in the calculations for the existing building and therefore no development cost charges are payable for that lot."
