Keryluk Kinsmen Proposal for Construction of Community Building on West End of Fraser Avenue The Committee reviewed the proposed location of the Kinsmen Community Building and find no major problems in terms of servicing of the property. Storm sewer is available to the property. Water and sanitary sewer need to be extended a short distance along Fraser Avenue. The cost of extending the services and providing connections to the property .s estimated to be about $12,000.00. Care will have to be taken with the siting of the building on the lot and the floor e.evation in order to allow connection to the Sanitary sewer which would have a depth to invert of only 4 feet. The roads appear to be adequate for the type of traffic which would be generated by this building. Fraser Avenue and the north-south road in front of the property are both flush- coated but appear to have a Good base and would withstand normal automobile traffic. If paving of these roads is desired, the cost would be about $5,060.00 for an overlay. It is felt that the typical type of traffic generated by this building would be perhaps 15 to 20 automobiles arriving within a period of perhaps 15 minutes. This type of traffic would not have a significant impact on the neighbourhood although it is possible that the residents might object to even this amount of traffic. The traffic would not create a problem at the inter- section with Shaughnessy Street, The question of operating cost and maintenance was discussed. We are not able to give any serious estimate of maintenance costs without knowing the type of construction, number of windows, etc. Because of the location next to the river and Poco Trail, it is possible that vandalism could be high. On the other hand the situation next to the highway would provide some exposure to the public. It is felt that a hudget of $1,000.00 per year to cover vandalism would not be out of line. Janitorial services would also have to be provided. Sufficient parking to meet by-law requirements should be provided on site in order to prevent the use of residential Streets for parking.
