MEMORANDUM DEC 18 1978 ‘Mayor and Council December 15th, 1978 L.D. -Pollock City Administrator Re: R.C.M.P. Budget and Manpower Requests “1979 Some members of Council attended a meeting in Coquitlam to hear Inspector Galbraith outline his Budget requests for 1979 and explain his approach to policing. He explained that his goal was to change the Detachment over from a 'watch' system to a 'zone' system where a Sergeant and a specific number of men will be assigned to a zone and will stay in that zone rather than be assigned to different areas depending on che need of their particular ‘watch’. His other major change is to convert from a ‘legalistic model’ to a ‘community modei' which is a change from a force that primarily pursues apprehension and conviction of criminals to a force that pursues the preventative role. This involves working in the community to help prevent people from becoming the victims of crime and to prevent the youth from drifting into a life of crime. The system of pelicing is, of course, much more complex than described above and the Inspector supported his case with comparison of crime rates in police detachments operating under each of the systems described and the improvement is obvious. He further pointed out that under the ‘legalistic: model' the need was for more policemen to counter an ever increasing crime rate wit. the result thet the police force increased at a higher rate than the population. The problem in most cases was that the crime rate continued to increase at an even greater rate in most communities under the legalistic mod#l. Inspector Galbraith has seen the result of a change to the new methods in two detachments and feels that the same improvement can be experienced in the Coquitiam Detachment. With this in mind he is not asking for any additional R.C.M.P. members for 1979 but has asked for two Social Workers to work under Contract in the Detachmemt area. His Staff reguirements are set out in the attached material. The following items are attached: Appendix A - the 1979 Annual Budget for the Justice Building. I have noted on the first page om total police costs for 1979. Appendix B a letter from Mr. LeClair detailing the actions of . Coquitlam Council in this matter. Appendix C - a list of Capital Requirements that Inspector Galbraith wishes to review. Appendix D - Inspector Galbraith's special nequirements for staffing for 1979.
