The workers are seeking an average of 8.3% increase in wages and a minimum salary of $100 a week. The government has hitherto refused to permit the three labor bodies in the province — the Quebec Federation of Labor, the Confederation of National Trade Unions and the Quebec Teachers Corporation —. to con- duct the negotiations on behalf - of all the public service work- ers. The Bourassa regime in- sists on dealing with each group (teachers, nurses, etc.) by itself and separately, so as to. have them in a weak condition to bargain. Last year the three central labor bodies formed the Com- mon Front so as to present a solid and powerful front to the government and the employers at the bargaining table. A general 24-hour strike may be authorized throughout the province this week if the gov- ernment refuses or delays nego- tiations. The magnificent rally on Monday served notice that the government would have the united strength of the labor movement to deal with if it balks at negotiating the modest demands. of the workers or tries to curtail their rights. ‘Throw “Throw the rascals out!” The old cry is gathering momentum as election day, whenever that will be, draws nearer. We too want to throw the incumbent rascals out. But we cannot fail to note that among those who are hollering the loudest are some of the greatest rascals un- hung. . Yes, we want to throw the rascals out. But not in order to put in another gang of rascals, worse if anything than the pres- ent lot. We want to throw all the rascals out. We are assessing, criticizing, attacking and fighting the Tru- deau government and Liberal party on policy and the record. Let us review that record. e It was the Communist Par- ty that first—not now, at elec- tion time, but. over two years ago-—exposed and fought the “austerity” program, which lat- er hatched into “anti-inflation” measures that have given us both inflation and mass unem- ployment. “Say No to Auster- ity!” was the title of the pam- phlet by William Kashtan pub- lished in 1969. : e It is the Communist Party that for decades has been as- serting that Quebec is the home- land of the French Canadian na- tion and that there can be no perspective for a voluntary and binding Canadian confederation without equality and the right to self-determination for French Canada. e It is the Communist Party that over the decades has fought for genuine Canadian indepen- employment. Communist-led workers.” the workers.” Clydeside work-in victory LONDON-—Scottish shipbuilding workers won their de- mands when British Tory Minister for Trade and Industry John Davies declared in Parliament last week that the gov- ernment will give financial backing to the bankrupt Upper Clyde Shipbuilders (UCS) in order to reduce Scotland’s un- Nine months ago, the Tory government refused to lend $15 million to UCS when it said it was “going under,” thus ignoring the threat to the jobs of 10,000 shipbuilding work- ers and another 20,000 dependent on them, even though Scotland's unemployment figures today are as high as in the worst years of the 1930's Depression. The angry workers then seized the shipyards and have been running them ever since. Now Minister Davies admitted the Tories were going to give $87 million in financial backing to the shipyards, ‘and the Tory newspaper, the London Daily Telegraph, whined that Davies’ statement meant a “complete victory for the In Glasgow, Communist James Airlie, chairman of the Upper Clyde Workers’ Co-ordinating Committee, said: “This is a welcome first step toward the retention of all four Clyde yards, as demanded by the shop stewards, the unions and CLC head hits anti-strike plot OTTAWA — Donald MacDon- ald, president of the Canadian Labor Congress denounced the actions of a group of Montreal businessmen who are attempting to get the government to outlaw strikes by public employees .as “a contemptible attempt to deny a basic democratic right to pub- lic employees”. The businessmen bought a full-page advertisement in the Montreal Gazette calling for one million telegrams to be sent to Prime Minister Trudeau -and Premier Bourassa demanding that they withdraw the right to strike from public employees or resign. “If strikes were eliminated it would deny workers-a_ basic civil liberty and replace it with terms and conditions arbitrarily imposed by the employer,” ‘Mr. MacDonald said. the rascals out! scour neemsorsseana dence, against the economic, military and political chains with which our country has been tied to the chariot of U.S. im- perialism under the Abbott Plan, NATO and NORAD, the whole program of what is now termed “continentalism”. e It is the Communist Party that immediately and courage- ously demonstrated. at Parlia- ment Hill against the imposition of the War Measures Act and the army occupation of Quebec in October 1970. e It is the Communist Party that first put forward the de- mand for one million new jobs now by adopting a policy of curbing the monopolies, process- ing our natural resources here through the developrient of sec: | ondary industries, and opening trade with all countries. It is the Communist Party that fights for jobs for all or an-adequate income as a right. And so on down the line.. How do the Conservatives, Social Crediters: and the other right-wing politicians, stand on the record? They are yapping and snapping at Trudeau’s heels today, hoping that dissatisfac- tion with the performance of the Liberal government will cause the pendulum to swing their way. But on every issue their record has been as bad as or worse than that of the Lib- erals. When Trudeau under pressure of public opinion has made some forward steps (Canadian- Soviet Agreement, defense of sovereignty in the Far North, partial retreat from NATO), the Tories and rightists generally have raised the roof, trying to drag things back to the Cold War freeze. No, the Tories and their ilk, cold and calculating Stanfield, bull-moose Diefenbaker, sell-out artist—yes and bigot—Bennett, are not the alternative. And “goddamn”, ‘“fuddle - duddle”, etc., are not the big issues, no matter how reprehensible they may be. The issues are genuine Cana- dian independence,. a new course in the economy, jobs and a decent living for all Canadians, freedom and equality for our peoples. And.the alternative is ‘oe bléctidandidatés' wheare in there battling for the people’s interests. (J5.W.) PACIFIC TRIBUNE—FRIDAY, MARCH 10, 1972—PAGE 5
