MONTREAL — More than
10,000 workers massed at the
Coliseum on Monday night to
demonstrate united labor sup-
port of the public employees
who are entering into negotia-
tions with the government this

week. The workers are seeking

an average of 8.3% increase in
wages and a minimum salary of
$100 a week.

The government has hitherto
refused to permit the three
labor bodies in the province —
the Quebec Federation of Labor,
the Confederation of National
Trade Unions and the Quebec
Teachers Corporation —. to con-

duct the negotiations on behalf -

of all the public service work-
ers. The Bourassa regime in-
sists on dealing with each group
(teachers, nurses, etc.) by itself
and separately, so as to. have
them in a weak condition to
bargain.

Last year the three central
labor bodies formed the Com-
mon Front so as to present a
solid and powerful front to the
government and the employers
at the bargaining table.

A general 24-hour strike may

be authorized throughout the
province this week if the gov-
ernment refuses or delays nego-
tiations.

The magnificent rally on
Monday served notice that the
government would have the
united strength of the labor
movement to deal with if it
balks at negotiating the modest
demands. of the workers or tries
to curtail their rights.

LONDON-—Scottish shipbuilding workers won their de-
mands when British Tory Minister for Trade and Industry
John Davies declared in Parliament last week that the gov-
ernment will give financial backing to the bankrupt Upper
Clyde Shipbuilders (UCS) in order to reduce Scotland’s un-

$15 million to UCS when it said it was “going under,” thus
ignoring the threat to the jobs of 10,000 shipbuilding work-
ers and another 20,000 dependent on them, even though
Scotland's unemployment figures today are as high as in

then seized the shipyards and have been running them ever
since. Now Minister Davies admitted the Tories were going
to give $87 million in financial backing to the shipyards, ‘and

Labor Congress denounced the
actions of a group of Montreal
businessmen who are attempting
to get the government to outlaw
strikes by public employees .as
“a contemptible attempt to deny
a basic democratic right to pub-
lic employees”.

The businessmen bought a
full-page advertisement in the
Montreal Gazette calling for

one million telegrams to be sent
to Prime Minister Trudeau -and
Premier Bourassa demanding
that they withdraw the right to
strike from public employees or
resign.

“If strikes were eliminated it
would deny workers-a_ basic
civil liberty and replace it with
terms and conditions arbitrarily
imposed by the employer,” ‘Mr.
MacDonald said.

and snapping at Trudeau’s heels
today, hoping that dissatisfac-
tion with the performance of
the Liberal government will
cause the pendulum to swing
their way. But on every issue
their record has been as bad as
or worse than that of the Lib-
erals.

When Trudeau under pressure
of public opinion has made
some forward steps (Canadian-
Soviet Agreement, defense of
sovereignty in the Far North,
partial retreat from NATO), the
Tories and rightists generally
have raised the roof, trying to
drag things back to the Cold
War freeze.

No, the Tories and their ilk,
cold and calculating Stanfield,
bull-moose Diefenbaker, sell-out
artist—yes and bigot—Bennett,
are not the alternative. And
“goddamn”, ‘“fuddle - duddle”,
etc., are not the big issues, no
matter how reprehensible they
may be.

The issues are genuine Cana-
dian independence,. a new
course in the economy, jobs and
a decent living for all Canadians,
freedom and equality for our
peoples. And.the alternative is
