Moved by Alderman Gates: seconded by Alderman Talbot: That Council approve the canvassing of all households in the City by the Boy Scouts on December 3rd, 1988 to distribute an information brochure and blue bags to increase participation in the Newspaper Recycling Program, and that a budget of $4,000 be approved for the project which included a donation of $2,000 to the Scouts for their assistance.
