Prior to passage of the foregoing resolution Council recognized Mrs. Mary Kendall, M.S.W., Boarding Home Social Worker for the Simon Fraser Health Unit. Mrs. Burton was also present in the gallery. Alderman Traboulay then spoke regarding the Community Care Facility and asked if Mrs. Kendall was aware of the concerns of the neighbours regarding the proposed increase in patients. Mayor Laking stated Mrs. Kendall should have visited the neighbourhood prior to the meeting to discuss the neighbour's concerns. The City Administrator advised the concerns of residents were in regard to the increase in the number of patients and whether a further increase could take place. The City Administrator advised 10 patients is the maximum number of patients allowed under a Community Care Facilitities licence in a residential area in the City. Alderman Gates spoke in favour of the increase and Alderman Keryluk concurred stating the addition of space would mean the Burtons would be able to stay in residence at the home. Alderman Ranger supported the work the Burtons are doing in the home in caring for the less fortunate members of the community. Alderman Mabbett stated in his opinion Mrs. Kendall should visit the residents in the surrounding area and explain the situation. Alderman Wright asked for clarificotion regarding the amount of staff at the home and Mrs. Kendall advised two part-time workers would be employed upon the increase of patients. Mayor Laking asked if there were any residents present in the gallery who wished to address Council and Mr. & Mrs. Aspinall and Mrs. Deegan advised they wished to speak.
