Mr. Chinn, a mentally chal- lenged man, has worked for the school board in a non-unionized position for 22 years. This has been done through the coopera- tlon of the board and the union which has been able to ignore this situation for all this time. However, at this point in time, CUPE has decided to use the situation to gain an advantage of the board and use Mr, Chinn as a bargaining tool. By requiring Mr. Chinn to join the union and requiring the school board fo create a union Dear Sir: Some time ago, a concerned in- dividual wrote to this paper in suppport of the daycare that is being constructed on Hamer ave- nue, which is a residential arca. As well as support the daycare, some remarks were aimed at Mr. Papais who did not support the daycare, The insinuation was made that be had sent his own child to such a daycare. The daycare that Mr. Papais’ position for him, he would effec- tively become a.shield for the union, He would have absolutely no seniority and would be the first to be laid off in the event of cutbacks. Public opinion would certainly be against a school board that would lay off a mentally chai- lenged man who had worked for 22 years. The union could then point out the apparent injustice and point ~ out that legally their hands are tied by the seniority clause and that somehow it was the school board’s fault that Mr. Chinn was losing his job. They have indicated first that in spite of having heid his job on his own merits for 22 years, that if he child attended dealt with a small- er group of children in a particu- lar age group. My child was alse at that daycare at that time. I chose Heleu’s Play and Learn on Gair Avenue because it was professionally run but also be- cause there were fewer children there and they were around the same age. Even in kindergarten or pre- school, children attend two hours with children of the same age joined the union, he would be the first to be laid off to protect other members. Then after a significant protest by the community they indicate that they may be willing to nego- tiated some seniority for him. If it is legally possible to nego- tiate seniority for him, if they are truly interested in protecting Mr. Chinn, they can simply negotiate the 22 years that he has worked. Of course this will victimize one of their members. I also do not believe that Mr. Chinn is being exploited by the school board. This is simply a fair agreement that benefits both patties. Any exploitation here is on the part of the union. Would it not be a simple matter group. In a daycare there can be a varying age group attending for up to eight hours or more. If it’s not acceptable ina school for kindergarten children why should it be for children in daycare? We should all keep the child’s best interest in mind. Mr. Bromley is presently run- ning a 16-child daycare business on Agar Avenue next to the Agar store. I cannot see how a large daycare business such as thal Political opinion polls Dear Sir: With the election just over, I’m writing to mention the glaring in- accuracy of the Educomp opinion _ poll which appeared in The Ter- race Standard on Oct. 20. Statistically speaking, readerswere advised the margin of error was plus or minus 5.4 per cent once the undecided were removed. || However, Educomp’s error ¢x- ' ceeded this for the Reform (-6 per cent), Liberal (-7 per cent), New Democratic (+6 per cent) and Conservative parties (a whopping +10 per cent overestimate). Moreover the poll un- derestimated the National party vote by a gigantic 92 per cent, predicting they would receive only 4 per cent of the vote, while in actual fact National received almost double that amount, or 7.7 per cent in total. I have no doubt that they are legally correct in their position in the same way guilty criminals are sometimes let off on a tech- nicality. However I am of the opinion that should Mr. Chinn lose at ar- bitration, that he will have been denied equal benefit of law (his 22 years seniority must count) and an appeal should be launched under the charter of rights, I would be interested in a response by our MLA and our new Member of Parliament as to where they stand on this issue.
