Freeman City Clerk Re: Business Licence Fee — Trailer Court During 1976 the fee for the above noted licence classification, on a per space basis, was $13.50. In 1977 the fee has been set at $29.00 and upon receiving an inquiry from a trailer court operator, we reviewed the situation and it is our belief that this large increase resulted from a processing error and it was not the Council's intention t> provide an increase of over 100%. The circumstances leading to this result are rather complicated and we set them out below: 1. In 1972 the fee per space was $5.00 for each six month period. 2. In 1973 the fees payable in the Licence By-law were changed from a six month basis to an annual basis and the fee for a trailer Space was set at $12.00, i.e. it was doubled to $10.00 and then a $2.00 increase was added. However, the technical wording of ‘the By-law indicated that this $12.00 fee should still be charged on a six month basis although this was not, in fact, ever done nor should it have been done as the fee had already been doubled. 3. In 1976 the fee was incerased to $13.50 (on an annual basis) but the inconsistency in the wording remained. 4. In the latest revision to the Licence By-law, the inconsistency in the wording was corrected and the fee was changed to $29.00. Obviously, what has happened is that whoever spotted the inconsistency ‘has assumed that the licence fee, in 1976, was paid on a six month basis (when in actual fact it was paid on an annual basis) and the fee was doubled from $13.50 to $27.00 and then adjusted to the $29.00 figure in line with Council's guidelines for increase. The Licence Inspector agrees that this is what has happened. ‘If Council wish to correct this apparent inequity, may we suggest that the Clerk be instructed to prepare the necessary amending By- -law to set the fee at $15.00 per trailer space per year.
