Deputy City Engineer SUBJECT: Intersection Traffic Signal Upgrading Request for Funding or DCC’s Recommendation: 1, That the City undertake the upgrading of the traffic signal control systems at the following four intersections: a. Shaughnessy and McAllister Shaughnessy and Pitt River Road Pitt River Road and Mary Hill Road Pitt River Road and McLean Avenue At a total estimated cost of $200,000 including controller purchase, construction, engineering, and contingencies. That the funds for this work be allocated from the Roads Development Cost Charge Bylaw. t Background & Comments: The Roads DCC Bylaw only allows for traffic signal work specifically for intersections that currently do not have any traffic signals at them. However, it is common procedure to include the cost of traffic signal lights and controller upgrading with the roads programs within the DCC Bylaw. While the DCC Bylaw has a specific road upgrading projects on Shaughnessy, on Pitt River Road and on Mary Hill Road, it does not specifically have any funding for the traffic signal upgrading associated with the projects. The signal upgrading is necessary due to increased traffic volumes and demands on pedestrian use and vehicular turing movements. It would be my opinion that these costs can reasonably be allocated from the DCC Bylaw. Overall, the City should be contributing 73% from the taxes and the DCC Program should contribute 27%. These percentages of contribution can be adjusted if the City contributes more towards other DCC Projects in the future. Because of the importance of these traffic signal works, and the current budget restraints, I would suggest that we take all the money from the DCC with an obligation to commit to participating more fully in future DCC Projects with taxes. | ITEM | PAGE Cont'd /2... ews ( im
